⚡ Quick Answer

In the UAE, riggers are classified into three levels. Level 1 is the entry certification — basic slinging and hand signals, earning AED 1,800–2,800/month. Level 2 covers intermediate load calculations and rigging plans, earning AED 2,800–4,500/month. Level 3 is the senior designation — complex lifts and appointing slinging arrangements, earning AED 4,000–7,000/month. Each level requires formal assessment at an EIAC ISO 17024-accredited or LEEA-assessed centre. Warning: Saudi Arabia uses the OPPOSITE numbering — KSA Level 3 is entry level.

"Rigger level" questions dominate UAE lifting recruitment — and the answers circulating in labour accommodations and WhatsApp groups are dangerously wrong half the time, mostly because of one trap: Saudi Arabia numbers rigger levels in the opposite direction to the UAE. This page is the definitive comparison: what each UAE level authorises you to do, what it pays, what assessment you must pass, and how to avoid the KSA numbering trap that convinces workers to buy the wrong course.

What Are UAE Rigger Levels?

The UAE lifting market grades riggers into three competency levels, assessed through EIAC ISO/IEC 17024-accredited certification bodies or LEEA-assessed programmes, and referenced by duty-holders under frameworks including the ADNOC Lifting Code and OSHAD-style system requirements. The levels exist because rigging failures kill people: a Level 1 rigger selects and attaches slings under supervision; a Level 2 rigger calculates loads and prepares rigging plans; a Level 3 rigger controls complex and critical lifts and appoints slinging arrangements. Employers price the difference honestly — the bands below show why the ladder is worth climbing.

LevelSalary Band (AED/month)Core Authority
Level 1 — Entry1,800–2,800Basic slinging, hand signals, pre-use gear checks under supervision
Level 2 — Intermediate2,800–4,500Load calculations, rigging plans, tandem-lift supervision support
Level 3 — Senior4,000–7,000Complex/critical lifts, appointing slinging arrangements, method statements

Oil-and-gas sites pay above the construction bands at every level, and offshore rotational roles convert to day-rates entirely — see the offshore notes below and our rigger salary guide for the full market picture including the AED 2,663 Dubai average and INR conversions.

Rigger Level 1 — The Entry Certification

Level 1 certifies the fundamentals: sling selection and inspection before use, correct slinging configurations, understanding of SWL/WLL and de-rating factors, standard hand signals, and pre-lift checks. The assessment runs 2–5 days including practical, costs AED 800–1,500 (our course fees guide prices every option), and shifts offers from sub-AED 1,800 labour rates into the AED 1,800–2,800 band. Level 1 riggers work on construction sites and general industry under a supervising rigger or lifting supervisor. The next rung requires logged operating time — 12+ months of recorded lifting operations — before a Level 2 assessment is realistic.

Rigger Level 2 — Intermediate Competency

Level 2 adds the mathematics and planning layer: load-weight estimation and centre-of-gravity assessment, sling-angle load-factor calculations, rigging plans for routine lifts, and supervision support on tandem lifts. Pay moves to AED 2,800–4,500, with major-construction and some energy-sector sites open to L2 riggers. The assessment presumes the L1 logbook plus demonstrated calculation competence — this is the level where riggers stop being attachers and become planners, and where employer demand starts to outrun supply in Abu Dhabi industrial belts.

Rigger Level 3 — The Senior Designation

Level 3 is the master grade in the UAE system: complex and critical lifts, appointing slinging arrangements for others, input into method statements and lift plans, and the competence that lifting supervisors and appointed persons rely on. Construction L3 bands run AED 4,000–7,000; oil-and-gas L3 roles commonly clear AED 5,000+, and the ADNOC-site pathway adds its own requirements on top — the approved-certification and logbook expectations covered in our ADNOC approval guide. Offshore L3 converts to USD day-rates that dwarf the monthly bands. Progression from L2 requires 18–24 further months of logged experience plus the L3 assessment.

⚠️ Warning: UAE vs Saudi Arabia Numbering Is Opposite

Read this before buying any rigger course: Saudi Arabia grades riggers in the reverse direction — in KSA, Level 3 is the entry grade and Level 1 is the master grade. Training content marketed for the Gulf sometimes follows KSA numbering, and a worker who buys a "Level 3" course expecting UAE senior recognition has purchased the entry grade. The certificate you carry should state its assessing authority — EIAC (UAE), LEEA or an ADNOC-recognised body — and the authority's own level definitions prevail. If a provider cannot explain which numbering system their certificate uses, walk away; that ambiguity at the site gate costs you the job, not them.

Related trap: the cheap "rigger card" market (AED 100–150 one-day cards) survives on exactly this confusion — buyers cannot distinguish grading systems, so they cannot evaluate cards either. The rigger course fees guide shows what separates a legitimate AED 800 assessment from card-shop paper.

How Long Each Level Takes

The calendar is the real cost of the ladder: L1 assessment is days, but L2 is gated by a 12-month logbook and L3 by a further 18–24 months of recorded operations. The OPITO alternative runs Stage 1 (3 days, AED 2,800–3,200) followed by a 32-month logbook route to Stage 3 — the internationally portable version of the same progression, dominant in offshore energy. Which path suits you depends on your target sites: onshore UAE construction runs the EIAC-assessed level ladder; offshore and energy-sector employers weight OPITO stages more heavily. Many senior UAE riggers hold both.

Which Certificate Does ADNOC Accept?

ADNOC site work requires rigger certification from bodies it recognises: EIAC ISO/IEC 17024-accredited certification, LEEA-assessed programmes, and OPITO stages. It does not accept junk cards, and KSA-authority certificates do not transfer without UAE recognition. Site-specific requirements stack on top — the HSE passport and the Life-Saving Rules training covered in our 10 certificate guide. The verification steps for any certificate are in our EIAC verification guide.

From Rigger to Lifting Supervisor

Level 3 is not the ceiling — it is the platform. Senior riggers move into lifting supervisor roles (our lifting supervisor salary guide tracks the band), appointed-person and lift-plan positions, and training/assessment careers. The progression pattern is consistent: certification level + logged complex-lift experience + supervisor training. Riggers who add banksman/signalman competency (the banksman slinger course guide covers it) become the multi-role crew members sites fight to retain.

Frequently Asked Questions

What is the difference between rigger Level 1, 2 and 3 in the UAE?

Level 1: entry — basic slinging, hand signals, pre-use checks (AED 1,800–2,800/mo). Level 2: intermediate — load calculations and rigging plans (AED 2,800–4,500). Level 3: senior — complex/critical lifts and appointed slinging arrangements (AED 4,000–7,000, higher in oil and gas).

Is KSA rigger Level 3 the same as UAE Level 3?

No — opposite numbering. KSA Level 3 is the entry grade; UAE Level 3 is the master grade. A KSA Level 3 card presented as UAE senior certification will be rejected.

How long from Level 1 to Level 3?

Typically 3–5 years: L1 assessment (days), then 12+ months logged operations to L2, then 18–24 further months to L3. The OPITO path runs Stage 1 plus a 32-month logbook to Stage 3.

Which rigger certificate does ADNOC accept?

EIAC ISO/IEC 17024-accredited certification, LEEA-assessed programmes and OPITO stages. Cheap one-day cards and unrecognised KSA certificates are not accepted.

How much does each level cost to certify?

L1 AED 800–1,500 · L2 AED 1,200–2,000 · L3 AED 1,500–3,000, with OPITO Stage 1 at AED 2,800–3,200. Full pricing with inclusions in the course fees guide.
